NVQ Levels in Sri Lanka Explained: Levels 1–7, RPL and How to Progress

NVQ levels in Sri Lanka run from Level 1 to Level 7. Students, school leavers and working tradespeople often find the system confusing. This guide explains what each NVQ level means and the four ways to earn one. It also shows how you can move from a National Certificate to a Diploma and then a degree. Every fact here comes from the Tertiary and Vocational Education Commission (TVEC) NVQ Operations Manual.

In short: Levels 1–4 are National Certificates (entry skills up to full craftsmanship). Levels 5–6 are the National Diploma and Higher National Diploma. Level 7 is a Bachelor’s degree awarded by the University of Vocational Technology (UNIVOTEC).

The descriptions above are simplified from the level descriptors in the TVEC manual. Each course is built on National Competency Standards. These are skill standards set by industry that state the skills, knowledge and attitudes needed for a job.

Four Ways to Get an NVQ Certificate

  1. Competency-Based Training (CBT): a full-time or part-time course at a TVEC-registered training centre, following an approved curriculum.
  2. Recognition of Prior Learning (RPL): for people who already have skills from work. You are assessed on what you can do, without attending a full course.
  3. Enterprise-Based Training (EBT): on-the-job training, such as an apprenticeship at a workplace.
  4. Flexible Learning Mode: for employed people, who earn units part-time. This mode is available for Levels 1–4 only.

How RPL Works for Experienced Workers

Many electricians, welders, mechanics and other tradespeople have years of experience but no certificate. RPL lets you turn that experience into an NVQ.

  1. Find an accredited RPL assessment centre for your trade.
  2. Collect evidence of your work: employer letters, photos of jobs you have done and any training records.
  3. Take the assessment. This can include a practical demonstration, an oral interview and a check of your evidence.
  4. If you meet every competency, you receive the full National Certificate. If you meet only some, you receive a Record of Achievement for those units and can complete the rest later.

Experience requirements and fees differ by trade and level. Check with the assessment centre before you apply.

How to Move Up the NVQ Levels

According to the TVEC manual, you need NVQ Level 3 or Level 4 in a relevant occupation to enter a Level 5 National Diploma. TVEC may also accept other qualifications it has mapped, or recognised prior learning at that level. Level 6 builds on Level 5, and Level 7 is the degree stage at UNIVOTEC.

A common myth: social media posts often say that NVQ Level 4 “equals A/L”. The TVEC manual does not say this. If a job or course asks for A/L, check with that employer or institution whether they accept NVQ Level 4.

BrightNook Practical Tips

  • Choose by trade, not only by level. Diploma entry needs Level 3 or 4 in a relevant occupation, so stay in the same field if you plan to progress.
  • Keep a work evidence file from day one. Photos, job cards and employer letters make RPL much easier later.
  • Check that the centre is registered with TVEC before paying a course fee. A certificate from an unregistered course will not be an NVQ.
  • Keep copies of every Record of Achievement. You can build them into a full certificate over time.
  • Going abroad? Ask the employer or the receiving country’s authority which NVQ level they accept, before you choose a course.
