JDS Scholarship Sri Lanka 2027: Master’s in Japan for Government Officers

The JDS scholarship Sri Lanka programme sends government executive officers to Japan for a two-year master’s degree taught in English. Applications for the 2027–2029 intake close at 4:30 p.m. on Friday 20 November 2026. This guide sets out who can apply, how the selection works and what to prepare, using only the official JDS Sri Lanka pages.

Key facts

  • Closing date: 4:30 p.m., Friday 20 November 2026. Applications go through your ministry or organisation to the Department of External Resources (ERD).
  • Level: two-year master’s degree at participating Japanese universities, academic year 2027–2029, taught in English.
  • Intake: 15 fellows a year. JDS has operated in Sri Lanka since 2010 and has sent 269 fellows to Japan.
  • Return of service: fellows must work in Sri Lanka for at least 8 years afterwards.

Who can apply

  • Sri Lankan citizens with a bachelor’s degree.
  • Executive or senior executive officials, including Sri Lanka All-Island Services and Sri Lanka Foreign Service officers, who have completed probation and been confirmed in service. Some technical and state-enterprise restrictions apply, so read the Application Guideline.
  • Below 40 years of age on 1 April 2027 (“in principle”, according to the official page).
  • A good command of written and spoken English. An IELTS test is part of the process.
  • Able to pass a medical check-up.

Who cannot apply

Active military personnel, people on alternative military service, anyone who holds or is due to receive another scholarship, and anyone who already has a master’s or higher degree obtained overseas with foreign scholarship support.

How to apply

  1. Download the Application Guideline and Application Documents from the official JDS Sri Lanka page.
  2. Prepare the full document set, including your research plan. A recommendation letter is needed for the third selection stage.
  3. Submit the complete set through your ministry or organisation to ERD before the closing time. Do not send it directly.
  4. Register for the IELTS online and tell JICE your registration number within 3 days.

The closing date can extend by 10 working days only if fewer than 60 eligible, complete applications are received. Do not plan around an extension, because your ministry may set an earlier internal deadline.

Selection timeline

  • October–November 2026: applications.
  • December 2026: IELTS and mathematics tests.
  • December 2026–January 2027: document screening.
  • January 2027: health check.
  • February 2027: technical interview.
  • March 2027: comprehensive interview and approval.
  • April–July 2027: three months of Japanese language training in Colombo, then orientations.
  • August 2027: departure for Japan.

Support the official page confirms

JICE arranges the air ticket and visa and supports fellows after arrival in Japan. Japanese language training is held in Colombo, with orientations from JICA and JICE. The pages we checked do not list the scholarship allowances, the participating universities or the course fields, so read the Application Guideline and the JDS Framework page before you decide.

Tips from BrightNook

  • Speak to your human resources division now. Your ministry has to forward the application, so internal deadlines come first.
  • Start the IELTS booking early. The JDS IELTS test is in December, and the official page has two slightly different lines on whether a score of exactly 6.0 earns an exemption, so confirm this with JICE.
  • Choose a research topic that links to your current work. The priority areas named for officials include public policy, economic policy, fiscal management, trade and investment, and international economic cooperation.
  • Plan for the 8-year return of service before you apply.
