Eligibility Criteria
Applicants must meet all age, residency and educational requirements as of the closing date of 16 October 2026:
- Age Limit: Not less than 18 years and not more than 30 years as of 16 October 2026 (born between 16 October 1996 and 16 October 2008, both dates inclusive).
- Provincial & District Residency: Must be a Sri Lankan citizen with continuous permanent residence in the Central Province. To apply under a specific district quota (Kandy, Matale or Nuwara Eliya), you must have lived continuously in that district for at least three (03) of the five (05) years immediately before 16 October 2026.
- G.C.E. Advanced Level (A/L): Passed in one sitting under the current three-subject syllabus (excluding the Common General Test), or three subjects in one sitting under the old syllabus.
- G.C.E. Ordinary Level (O/L): Passed six (06) subjects in one single sitting, with Credit (C) passes in four (04) subjects including Mathematics and Language (matching your chosen exam medium).
- Disability Quota: 3% of vacancies are reserved for applicants with disabilities who meet the prescribed qualifications, under Public Administration Circular 27/88.
Mandatory Workstation Rule: Appointed officers must serve at their first workstation for a minimum of five (05) years before becoming eligible for a routine transfer. Requests for immediate transfer on appointment will not be entertained by the Commission.
Written Examination Structure
The exam is held in Sinhala, Tamil and English media (choose one medium only):
| Question Paper | Duration | Marks |
|---|---|---|
| 1. Language Proficiency | 2┬╜ Hours | 100 |
| 2. Aptitude (Analytical Ability) | 1 Hour | 100 |
Qualifying Marks: You need a minimum of 40% in each individual paper, and an overall aggregate of at least 50% across both papers, to be shortlisted for district merit ranking. Scoring below 40% in either paper disqualifies you regardless of your total.
How to Apply, Step by Step
- Open the DoENets portal at applications.doenets.lk/exams and find “OPEN COMPETITIVE EXAMINATION FOR RECRUITMENT TO GRADE III OF CENTRAL PROVINCIAL MANAGEMENT SERVICE OFFICERS SERVICE тАУ 2026”.
- Download and read the official Gazette and Instructions before starting the form.
- Click “Apply” and verify your identity with your NIC number and an active mobile number.
- Complete the form in English, choosing your qualifying district (Kandy, Matale or Nuwara Eliya) and nearest exam town.
- Enter your G.C.E. A/L and O/L index numbers and years of sitting, and confirm you meet the single-sitting O/L rule.
- Pay the non-refundable Rs. 600.00 fee online, or at a Bank of Ceylon branch using the generated deposit slip.
- Review your application in preview mode, submit before 9:00 PM on 16 October 2026, and save the PDF confirmation.
Required Documents Checklist
- National Identity Card (NIC)
- Original G.C.E. A/L certificate showing subjects passed in a single sitting
- Original G.C.E. O/L certificate showing six subject passes in one sitting, with four credits including Mathematics and Language
- Grama Niladhari certificate (countersigned by the Divisional Secretary) proving 3 years’ continuous residence in your chosen district
- Bank payment receipt or online payment confirmation for Rs. 600.00
BrightNook Practical Tips
- Check the single-sitting O/L rule first: Your four credit passes (including Maths and Language) must come from one O/L sitting. If your credits are split across two sittings, you are not eligible тАФ don’t pay the fee until you’ve confirmed this against your own certificate.
- Don’t chase one paper at the expense of the other: You need 40% in both Language Proficiency and Aptitude, plus a 50% aggregate. Scoring well in one paper cannot offset a sub-40% in the other.
- Confirm your district residency early: Start collecting your Grama Niladhari and Divisional Secretary countersignature now тАФ this certificate takes time and is mandatory proof of your 3-year district residency.
- Apply early: The DoENets portal slows down in the final 48 hours before a deadline. Submit and pay at least 2тАУ3 days before 16 October.
Frequently Asked Questions
Can I apply if I live outside the Central Province?
No. You must have continuous permanent residence in the Central Province, and at least 3 of the last 5 years in the specific district (Kandy, Matale or Nuwara Eliya) you are applying under.
Can my six O/L credits come from two different sittings?
No. The Gazette requires all six O/L subject passes, including the four credits in Mathematics and Language, to be from one single sitting.
What happens if I score 35% in one paper but do well overall?
You will not qualify. Both the 40% per-paper minimum and the 50% aggregate must be met тАФ one does not substitute for the other.
When and where is the written exam held?
The exam is scheduled for December 2026, at designated centres across the Central Province. DoENets will notify the exact venues and timetable to admitted candidates separately.
